i notice on a lot of dvds the subtitles are missing some words they say words that are not in the subtitles.
is there a size limit to the subtitles that limits the length to 2 lines?

No limits.
Subtitles are not texts but graphics, so you can do what you want.
Only the limits are those the program that you use to create them.

They are limits, but not for text length.
It's not so simple.
